The Wisconsin Northern & Central (WiNC) Graduate Medical Education (GME) Consortium was formed to address the need for additional graduate medical education resources for the northernmost thirty-seven counties in Wisconsin. The population includes 27 counties with HPSA designation, and has an existing physician shortage that is expected to worsen.
The WiNC GME Consortium is supported by a group of health systems, medical schools, residencies and healthcare advocacy groups. Planning for WiNC was led by these stakeholders starting in 2016 as part of a GME needs and capacity assessment funded by an Advancing a Healthier Wisconsin Grant through the Medical College of Wisconsin. In early 2019 WiNC was awarded a Department of Health Services New Residency grant funds to establish WiNC.
The WiNC GME Consortium aims to expand residency opportunities in family medicine and psychiatry across rural northern Wisconsin, helping address physician shortages in underserved areas. By adding more residency positions and training programs, WiNC seeks to increase the availability of locally trained physicians who understand the unique needs of the communities they serve. The consortium also emphasizes training faculty for leadership roles within graduate medical education (GME) to ensure a sustainable pipeline of skilled educators. With a focus on effective recruitment and retention strategies, WiNC aims to build a stable healthcare workforce tailored to regional needs. Enhanced workforce analysis will support long-term sustainability by providing insights into regional physician demand. Formed as a regional consortium, WiNC leverages local input to align initiatives with the specific priorities and challenges of northern Wisconsin. Its small, nimble structure allows it to remain adaptable and responsive, while offering expanded GME services tailored to the area’s needs.

The Medical College of Wisconsin-Green Bay campus is a small, focused regional campus, enrolling approximately 30 students each year. Designed to address critical healthcare gaps in northern and northeastern Wisconsin, MCW-Green Bay’s mission is to prepare physicians who are ready to serve in underserved communities. With an innovative, accelerated three-year curriculum, the campus enables students to enter the healthcare workforce sooner, while upholding the highest standards of medical education.

Founded in Green Bay, Wisconsin, in 1996, Prevea Health is a health care organization that provides high-quality convenient, primary and specialty health care in 70+ locations across Northern and Eastern Wisconsin in clinic and hospital settings. Prevea offers more than 60 specialties of care including Family Medicine, Pediatrics, and Women’s Care.
Prevea partners with four Hospital Sisters Health System (HSHS) hospitals across Wisconsin to provide patients a system of highly-coordinated care, close to home: HSHS St. Vincent Hospital and HSHS St. Mary’s Hospital Medical Center in Green Bay, HSHS St. Nicholas Hospital in Sheboygan, HSHS St. Clare Memorial Hospital in Oconto Falls. Prevea uses one medical record system for all locations to ensure care is coordinated and seamless.
